Antique Vintage Tin Clicker Noisemaker Unknown Origin, Try to Read Inscription

Rare Antique Vintage Clicker Noisemaker 1950s ~

Honestly folks I know nothing about this and it drives me crazy. I can't read that inscription on the back. If anyone can read it or knows the history of the piece I would love to know. Does it appear handmade? As they seem to vary slightly from piece to piece. I researched for hours, 100's of pages, and several different sites. There obviously isn't a lot around if any.

I am going to price this like it is a traditional 1950s tin piece mass made in Japan etc. But honestly, I feel this isn't Japanese and could be something unique. I will let you decide as I cant provide enough provenance on this piece.
