This is a tin litho pinback button, red rim, about an inch and a half across, still pinned to its yellow card and sealed in the sleeve just like it hung on a dime-store rack. A blue shield outlined in orange reads WOODBURY across the top and POLICE along the bottom, and in the middle a gold eagle spreads its wings \u003cem\u003ewide\u003c\/em\u003e, holding a small white shield printed with the scales of justice, an olive branch in one talon and a wheat sheaf in the other. Two flags cross behind it - the Stars and Stripes on one side, a flag with a circle of stars on the other, the old thirteen-star pattern folks call the Betsy Ross flag - and a small cap-badge with a touch of red sits above the eagle's head. That's a lot of symbolism packed into something you'd have bought for a dime. And they're rare - carded or loose, a Woodbury one just doesn't come up for sale.\u003c\/p\u003e\n\u003cp\u003eThe card is the one this whole family shares: a red banner up top reads \u003cstrong\u003eSPECIAL POLICE BADGE\u003c\/strong\u003e, and the rest of it is a cartoon motorcycle cop - white peaked cap, big goggles, gloved hands on the bars, a city skyline behind him. JAPAN is printed small in the corner. It's a toy through and through, built for a kid's shirt pocket, and a fun one to look at.\u003c\/p\u003e\n\n\u003ch2\u003e🦅 An Eagle, Scales, and No State Printed\u003c\/h2\u003e\n\u003cp\u003eThe button doesn't say which Woodbury it's for - no state printed anywhere on it. There are Woodbury police departments in Connecticut, New Jersey, New York and Tennessee, and this eagle-and-scales design doesn't match any of their patches, so it looks like the artist's own idea of what a police emblem ought to be. What it does show is worth a closer look: the scales of justice on that little shield, the eagle with its wings fully spread, the olive branch and wheat sheaf crossed underneath, the two flags, the small badge overhead. Whoever drew this wasn't phoning it in - it reads like somebody sat down and designed an actual \u003cem\u003edepartment seal\u003c\/em\u003e, eagle and all. Real municipal police departments wear patches built from exactly these pieces: an eagle, a shield, crossed flags, a set of scales. This one's a toy company's version of that same visual language, made to look the part pinned to a kid's shirt.\u003c\/p\u003e\n\n\u003ch2\u003e🗓️ When These Were Made\u003c\/h2\u003e\n\u003cp\u003eThere's no date printed anywhere on the card, but the family it belongs to gives it away. This same yellow card also carries a New York City button copying the NYPD patch adopted in July 1971, and a San Francisco button copying the patch the SFPD added around 1970 - so this whole run was sitting on dime-store racks in the 1970s. No maker or importer is printed on either the card or the button; whoever made these kept their name off it.\u003c\/p\u003e\n\n\u003ch3\u003e🚔 The Real Junior Programs Behind Badges Like This\u003c\/h3\u003e\n\u003cp\u003eDime-store tin badges did not live in a vacuum. Across mid-century America, real law enforcement agencies ran junior deputy and junior police programs: sheriffs swore in wide-eyed honorary junior deputies at county fairs and school assemblies, police departments sponsored school safety patrols — a movement that began in the 1920s and put belts and badges on millions of schoolchildren — and an officer handing a kid a badge at a parade or classroom visit was a familiar piece of civic life. Sheriffs gave tin badges just like this one out as prizes in their youth programs, too. A Woodbury Special Police badge in a child's hand belonged to that same world, the era when a badge from a trusted grown-up could make a kid stand a little straighter.
